최근 들어 “고용 없는 성장”, 청년 실업, 노인일자리 부족 등의 문제가 심화되고 있으며 아울러 고용창출 및 좋은 일자리(good job)의 특정 지역 편중 현상이 나타나고 있다. 이에 따라 적극적인 지역경제활성화정책이 추진되어야 하나 아직까지는 우리나라 지역산업정책은 중앙정부 주도적인 형태로 진행됨에 따라 해당 지방자치단체는 자신의 지역에서 어떤 사업지원이 진행되고 있는지 인지하지도 못할 뿐만 아니라, 지역의 자원, 특성, 수요를 반영하는 지역 주도적인 산업육성정책을 실시하지도 못하고 있는 실정이다.
이에 본 연구는 지역 내 자원과 수요를 반영하는 지역산업육성정책을 실시하기 위한 방안이 무엇인지 살펴보는 것을 목적으로 진행되었다.
제2장에서는 국가산업정책, 산업입지정책과 대별되는 지역산업정책의 개념과 특성을 파악하고 지역산업정책에 대한 이론적 논의 및 선행연구들을 검토하였다.
제3장에서는 현재 국내 지역산업정책의 지원내용의 범위를 확정짓고, 해당 사업들의 성격과 투자 현황을 정리하고 중앙-지방간 관계 차원에서 지역산업정책의 계획체계, 집행체계를 살펴보고 평가하였다.
제4장에서는 지역산업정책이 추진되었던 지역을 선정하여 사례분석을 실시하였다. 사례로 광주 광산업을 분석하였으며 광산업 육성과정에서 지역산업 육성을 위한 민-관 거버넌스의 발전과정을 분석하였으며 산업선정의 원칙 합의, 산업선정에 있어서 민간 전문가의 주도적인 역할, 인프라 조성과 기술개발프로그램의 순차적 조합, 광산업 지원조례 및 한국광산업진흥회의 결성 등 제도적 안정화 등의 성공요건을 발견할 수 있었다.
마지막으로 제5장에서는 지역 수요에 부응하는 지역산업정책의 육성시스템을 제안하였다. 지역주도형 산업육성을 위한 3대 기본방향과 6대 핵심전략을 제시하였다.

This study aims to propose the redirection of regional industrial policy of which initiativewas central government but now is demanded to be either local government or local publicprivatepartnership.Chapter 2 discusses the existing literatures on regional industrial policy and suggests thedifferentiated concept of regional industrial policy in relation to national industrial policy andindustrial location policy. In addition, the existing literatures were explored in terms ofprogram rationalization, program evaluation, and new institutional theory including clustersand governance theory.Chapter 3 explores policy structures of central government for regional industrial policyparticularly the main three government departments, Ministry of Trade, Industry and Energy,Ministry of Education, and Small and Medium Business Administration.Chapter 4 conducts in-depth case study to explore characteristics and success factor ofGwangju Metropolis area which is evaluated to be one of growing regions attributed to thesupport of massive governmental industrial support program, Regional Industry PromotionProject (RIPP). RIPP is considered as one typical regional industrial policy initiated by KimDae-Jung Administration and has been viewed as the first program of genuine regionalindustrial policy, not industrial locational policy.Chapter 5 suggests the region-led regional industrial policy and the redirection of currentregional industrial policy. For that, the adoption of regional resource-based industrialdevelopment approach, strategical choice of new industrialization /re-industrialization, andoperation of coordinated governance system should be done. In addition, the six core strategiesfor regional industrial policy are suggested: reconstruction of similar governmental programs,integration of programs through single pot system, comprehensive industrial plan establishedby regional government, formation of region core institution, public-private governmentsystem, and institutionalization of regional governance through municipal ordinance.
