Within the public sector in Korea are not a few number of organizations which overlap each other in the aspects of administrative affairs and functions in operating their administrative activities. Related to the overlapped organizations, especially, the 'overlap' problems between the local authorities and the field offices of Ministries in the environment, labor and construction areas are typical examples. As an effort for the incoming administrative reforms, therefore, it is necessary to redistribute their functions among the field offices of Ministries and local authorities. Even though the ultimate goal of the incoming administrative reforms is to make a "small and efficient government," the current hugh number (around 8,000 officies) of the field officies of Ministries is in the way to the goal of administrative reforms.
The study on the field officies of Ministries in Korea has not attracted a lot of attentions until the local elections in 1995. The purpose of this study is to make suggestions to promote the administrative efficiency and clients' satisfactions by redistributing the functions and administrative affairs of the field officies of Ministry of Labor(MOL) into the local authorities. As a conclusion, this study suggests that the field offices of MOL should be departed from the central government and be a part of the organizations in the local authorities.
