All the governments, which are responsible for protecting the life and safety of the citizens, have to prepare, response against the various disasters. When disaster strikes, it does so in one or more local jurisdictions. Local governments being located in the first line of official public responsibility, they, therefore, have to develop and maintain a program of emergency management to meet their responsibilities to provide for the protection and safety of the public. The problem is deciding what disasters face the local governments, the likelihood of their happening, the probable results and the measures needed to overcome their effects.
Since the enactment of Disaster Management Act in 1995, emergency management organizations in local governments have had more authority, responsibility, and proper roles for local emergency management.
So, this paper suggests that the functions of local governments are based not only on the Disaster Management Act, but also on the functional perspectives. They are as follows;
1. Legal roles - disaster prevention, disaster control, emergent rescue & relief activities, emergent measures.
2. Functional roles - the establishment of conjunction with the private sector, coordination in the inter-and intra- organizations, response to mass communications: cooperation & control.
