Since the first modern urban planning of the late 19th century, urban planning had started with the ideal of progressiveness and has been transformed to pursue the ideal of utilitarianism. In the arena of urban planning these two ideals not only have coexisted and but also conflicted each other. But nowadays commercialization of urban planning and privatization of planning agents are prevailing at the causes of deregulation and effectiveness. In this study we will examine how the ideals of urban planning have been changed, what has caused urban planning to be commercialized, and how this trends have appeared in the realm of urban planning of Korea. In the conclusion to recover the ideal of early urban planning, progressiveness, four directions are presented. They are recovery of the participatory agents in the urban planning, revitalization of community, overcoming market-led planning, and reestablishment of urban planners' role.
