This study concerns about the financial management tasks of local governments in accordance with the change of local administration environment. Beginning with citizen-elected chief executive era, citizen demands for better public services and regional development will be rapidly increased and between conflicts of central and local, intra and inter-local governments might be rampant. Also the regional disparity might be enlarged in accordance with the administrative ability of chief executive. Having a greater degree of local autonomy through decentralizaion means more responsibility for the local government, people and residents in the local communities. The immediate problem faced by local governments is achieving financial self-sufficiency. How local governments at various tiers are to deal with financial problems is the most immediate and emerging question before us. Of course, it is customary for local governments to ask for grants and other forms of financial aid from the national government. However, the problem with this practice is that a national government places limits and control on subsidizing the local government pleas for grants and other forms of financial aid. For the financing of local autonomy, more resources should be given to these areas to generate revenues. Should local autonomous governments continue to perform various national services, the national government would be obliged to finance these services. Therefore the main tasks in an Era of Local Autonomy are as follows. ①The Improvement of Local Autonomy in Intergovernmental Fiscal Relation ②Privatization and Expansion of Local Finance Autonomy ③Financial Management Tasks of Local Governments ④Reinforcing the Fiscal Resources of the Local Authorities ⑤Revision of Laws and Ordinances on Local Finance for Local Autonomy.
