Intergovernmental grant system have several purposes, such as improving vertical and horizontal fiscal imbalance and enhancing efficient resource allocation. The purpose of this study is to evaluate the intergovernmental grant system in Korea according to the purposes of it. This study focuses on the finacial relationship between Seoul Metroplitan Government and central government.
This study shows that the intergovernemtal grant system does not improve vertical and horizontal fiscal imbalance effectively. Also it seems that the intergovernmental system does not enhance efficient resource allocation between Seoul Metropolitan Government and Central Government.
