The local welfare policy contains that the authorities of the local welfare effectively deliver the welfare services to the target population at a fit time. The welfare delivery system as a pathway of implementing the welfare policy effectively is quite important.
The hierarchy of an local welfare delivery system can be viewed as a gateway to deliver the welfare services. Therefore, if the hierarchy is complicated, which means many gateways are installed on the pathway of the local welfare delivery system, a stream of local welfare service will be delayed, resulting only the waste of welfare resources having no expected effects of the policy.
In this article, I focus on the establishment of the local welfare delivery system that could deliver local welfare service effectively to the target population at a fit time, which is considered as an indispensable project to the local self-government in the local autonomy stage.
