This paper purports to provide alternatives for the development of Korean local autonomy. For that purpose, it reconceptualizes local autonomy as a combination of decentralization, participation, and governmental neutrality against local business groups, and assesses the prospective impacts of the megatrends of new century like gloabalization, democratization, and information on the three components respectively.
Based on this judgment, this study suggests that, at least for the time being, strengthening of the three components should be the basic principle in contriving alternatives for Korean local autonomy, and proposes various specific alternatives under each category.
