The purpose of this paper is to suggest future directions of performance
management in Korea by reviewing past experiences and ongoing researches on
performance evaluation in various countries. Performance evaluation is an
essential part of government reform movement popularized since 1980s.
Governments across the world have tried to search the way to achieve high
performance and results of various government activities and programs.

In Korea, central government is preparing government-wide inception of the
performance evaluation on local governments by examining the feasibilities of two
different systems through pilot programs. Thus, this study raises several issues
which should be addressed before the full inception of a new system. They
include: (1) What should we evaluate? (2) Why do we evaluate? (3) What is the
scope of evaluation? (4) What method are we going to use? (5) What is the utility
of evaluation?


Besides answering the above questions, city leaders including mayors and high-
level managers should fully commit themselves in order to successfully adopt a
new system. Also, considering the lack of supporting systems, improvements on
the organizational structures and operational procedures of Korean local
governments should be preceded before the initial inception of the new
evaluation system. Specially, improvements in the field of performance auditing,
financial information system, and personnel management are urgent.
