The system evaluation of local governments had been administered by the Office
of the Prime Minister(OPM) and Ministry of Government Administration and Home
Affairs(MOGAHA) in 2000. The role of OPM in the enforcement of system
evaluation was the coordinator, which is planning the evaluation, mediating the
process and reporting the results to the president. On the guideline of OPM,
MOGAHA had been carried out the system evaluation of 16 regional governments.

The main parts of system evaluation is the program evaluation, the competence
evaluation and the evaluation of customer satisfaction(CS). The program
evaluation is supposed to evaluate the performance of critical local
programmes ,especially the grant-aided ones. The competence evaluation is
introduced to assess the present capacity and the learning process of local
governments. The evaluation of CS is intended to recognize the impact of each
governmental programmes. Therfore the system evaluation is the summative
evaluation of local governments.

We can hope for that the system evaluation of local governments could contribute
to the establishment of performance-oriented management in each local
governments.
