재난의 대형화·복잡화는 전통적인 재난대응체계로 해결될 수 없는 근본적인 문제내지 한계를 의미하는 것으로 새로운 방식의 통합적 재난관리체계 구축을 통한 재난관리의 역량강화가 필요한 시점이다. 특히 주민접점의 최일선 행정기관으로서 자치단체의 재난관리는 특히 그 실효성을 확보하지 않으면 안된다.
재난안전관리가 실효성을 담보하기 위해서는 재난안전관리의 내용뿐만 아니라 재난안전관리가 작동하는 과정이 체계적일 필요가 있다. 재난안전을 위한 예방/대비의 체계화, 재난대응 시점에 인원과 장비의 적정한 투입 및 체계적 지휘체계 구축 등은 효과적인 재난안전관리를 위해 필수적이고 기본적인 사항이다.
이 연구에서는 자치단체를 중심으로 재난관리의 단계적 개선방안을 모색하기 위하여 4차 산업혁명시대의 정보기술을 활용한 정보기술이 재난안전관리에 어떻게 활용될 수 있는지를 사례중심으로 검토하였다. 그리고 재난안전관리에 있어서 자치단체와 관련된 재난안전 주체간의 역할 및 대응실태 등을 분석하여 시사점을 중심으로 재난안전관리의 개선방안을 모색하고자 하였다. 이러한 목적을 달성하기 위해 지방자치단체 차원의 종합적인 재난안전관리 개선방안에 초점을 두고 스마트 정보기술측면과 재난안전관리체계를 분석하였다.
우리나라의 스마트 정보기술 활용수준에 대한 종합적인 검토결과를 요약하면, 중앙정부차원에서는 기술표준과 전국적인 확산을 위한 추진체계 측면에서 재난안전 선진 국가들과 비교하여도 경쟁력 있는 수준으로 평가할 수 있다. 다만, 이러한 정보기술을 활용한 재난안전관리의 필수요건인 첨단정보기기의 유지관리, 재난현장에서의 활용 등의 문제는 지속적으로 개선할 필요가 있다.
재난관리의 정책적 방향과 관련하여 중앙정부의 방향설정은 바람직하다고 여겨지지만, 이러한 정책이 의도한 목표를 달성하기 위해서는 재난 및 안전관리기본법에 대한 전반적인 개정이 요구되고 있다. 또한 재난 발생시 대응기준 및 요건의 체계화를 통한 일상의 생활재난과 대규모 재난 또는 비상재난 상황에 중앙과 지방정부의 역할 분담을 재설계할 필요가 있다. 특히, 자치단체의 경우 재난안전계획의 수립 및 추진에 지역의 환경여건을 반영하여 실현가능성을 제고할 필요가 있으며, 재난관리 조직운영체계를 재난현장에서 효율성 제고에 필요한 조직체계를 설계하기 위해서는 현재의 재난안전관리 조직체계에 전면적인 재검토가 병행되어야 한다.

To achieve these objectives, this study is a local governmental comprehensive disaster safety management improvement measures to the side and take advantage of the smart information technology focused on disaster safety management system.
