It is discussed about intergovernmental relations(IGR) in federation and unitary
nation. But IGR is a historical product in changing process of American
Federation System. IGR is the dynamic concept of expressing cooperation and
conflict relationships among all level of government. It is accustomed to the word
IGR around the world and is usually used in academic and political arena.

Having discussed that IGR concept can be applied in a unitary nation, this study
put principal research objective on groping for the nature and prospects of IGR in
Japan as a unitary nation. Therefore, focusing on the intergovernmental relation in
Japan, this study suggests the essential alternatives for developing the IGR in
Japan.

Muramatz, Nishio, Amagawa, The Study Group of IGR etc. are famous scholars
which have studied IGR in Japan. It is recommended that local government play a
central role in carrying out important local development projects along with raising
the capacity of local government autonomy to actively cope with the citizen's
demands. IGR has been a lasting problem after war in Japan.
