This study aims to seek the proper roles and missions of NGOs in the era of
decentralization proclaimed by the Participatory Government. This study
especially tries to evaluate the decentralization road map of the Government in
terms of implementability, consistency, experimental risks, level of local politics,
and regional equity. According to this analysis, the seven desirable roles of civil
NGO's are identified. It also argues that client politics of local politicians in the
name of local autonomy will be the main obstacle to the Government's
decentralization policies.
