For a successful case of contracting out, an analysis of its proper effects is
needed. Even though many attempts have been made to measure its effect using
various methods, it is not an easy task. This study tries to measure the effects of
contracting out with this DEA, a comparative method for measuring the efficiency
of contracting out. As the result of analysis, the parking service is more efficient
when managed by government services than when it is privatized. On the other
hand, the sewer service is more efficient when privatized.
