We are facing serious moral hazards in local politics and administration. The
premise of a representative system where voters fulfil a limited role by periodically
to electing their representatives and then the representatives being good servants
for the constituency is ruined by corrupted local public officials. Korean civil
society is articulating its voice to reform the local governmental system, So it can
enforce citizen's control on the elected public officials. The recall is a useful
alternative to increase the power of the citizens.

We need to study and understand theory & the experience of other countries to
cope with public officials. This study introduces the experience of American
citizens and Professor Zimmerman's model for the recall. The study also
performed a survey to find preferences of groups concerned with the recall ,
such as members of the National Assembly, public servants in a central
government, local officials―mayors, councillors, local public servants―, and
general citizens of Korea. Three hundred and eighty three questionnaires were
answered, and the answers were analyzed with SPSS-win.

This article suggests a model of the recall which can be adopted in Korean local
governments containing the following key elements: First, the focused group of
the recall should be limited to elected local officials; Second, newly elected
officials should not be subject to the recall during the first six months and the last
six months of his or her term; Third, the recall procedure should be limited to only
one time during his or her term; Fourth, a unified special law for the recall which
contains provisions for the initiative and the referendum should be enacted by the
National Assembly; Fifth, the agent in charge of the recall procedure should be a
branch of the National Election Commission because this organization has the
capacity to deal with elections; Sixth, 10% to 30% of the signatures of the voters.
Who voted for the target officer in the last election to should be collected in order
to trigger the recall procedure; Seventh, a recalled officer should be ineligible for
any other public office to control the moral hazard of local officials in Korea.
