Korea has two kinds of authorities for regional implementation of environmental policies. Those are Environmental Management Office(E.M.O.) instituted under Ministry of Environment and Local Government(L.G. = Metropolitan government, Province). Though the environmental functions in Korea are highly centralized(85.6%), some institutional arrangements have been made for regional environmental management. Legally, the functions of regional environmental management have been distributed between 16 L.G. and 4 E.M.O. But, some problems of administrative nonefficiency and financial wastefulness are being occurred due to the functions overlapped between E.M.O. and L.G.
