This study aims at establishing the relations between special local authority and local government. The implementation of local autonomy system and the local administrative reforms provide new environments to local governments. The changes of local administrative environments require to establish the less-costly and more-efficient local administrative system. Thus, the existing relations between special local authority and local government is necessary to change.
Consequently, this study proposes three ideas such as the privatization of special local authorities by rearranging the spheres of public and private sectors, the integration of special local authority and local government, and the adjustment of functions of special local authories and local governments.
