A local autonomy has been recently reinstated in Korea, but no serious effort has been made for the redistribution of government functions between central and local governments. This paper aims to examine the existing role of central and local governments in the field of spatial planning and to identify some of the possible directions for future redistribution of government functions.
This study reviews the roles of central and local governments in preparing and implementing spatial planning in order to identify issues and problems in the redistribution of government functions in the era of local autonomy. And a set of criteria and indicators has been suggested based on the previous studies and empirical cases in major advanced countries. It has been used for the redistribution of spatial planning functions. Also a questionnaire survey was conducted on central and local government officials, academicians and professionals concerning the desirable functions of central and local governments in spatial planning.
