The purpose of this paper is to assess regional development strategics of local governor who was elected by the dwellers during 1st year(July. 1. '95-June. 30. '96). T0 meet the puropose, after briefly reviewing the theoretical background on local government competition-power in the chapterⅡ, this paper analyze the strategics of regional development in the chapter Ⅲ. I examined as follows; ① setting up long term-vision of local government ② establishing of basic system of industrial activities ③ developing of local peculiar resoures ④ globalization of local industry ⑤ building the systems for administration service.
In the chapterⅣ, I examined problems and response to the regional development strategics of as follows; ① resolution of conflict regional-egoism ② practice of Environmentally Sound and Sustainable development( ESSD) ③ compansation for special dewellers who are sacrificed on account of development restriction ④ limits of the policy about management of local growth by central government.
