This paper's focus is the change of relation between local governor and local council since June. 27. '95. The relation between local governor and local council represents essential mutual cooperation and conflicts. And the factors of change are power and conflict aspect.
There are two way of research method. One is qustionnaires survey of local governor and council. The other is statisic survey of 15 high level government.
According to the results of analysis, the change of relation between local governor and local council is little in power and conflicts
