With the advent of local autonomy, the present regional development system should be changed to a new system, that is, a coproducing regional development system. This new system should become self-reliant and endogenous enough to ensure active participation of local residents and government in the policy-making process. In order to make the new system effective, several preconditions should be solved out-those exemplified by functional redistribution between central and local governments, institutionalization of local residents' involvement in the whole process of regional policy making, localization of development means, and rebuilding of regional development administration system supported by local financial soundness.
On the other hand, central government should set up a new administrative body granted with political, administrative power as well as financial independent rights, to guarantee an effective implementation of regional development policies. A ‘coproduction' approach to regional development project should be recommanded to actively cope with local financial burdens caused by implementation of development pojects and local residents' desire for active participation in the whole process of regional policy.
