Cities have been the focal points of economic, political and cultural life in all countries experiencing rapid industrial and commercial evolution. Urban administrative system is neither simple nor uniform. It has a various pattern and structure according to each nation's political system, the relationship between central government and local authorities.
This paper describes and compares the urban administrative system of the U.K., France and Germany, including the structure of local government, services and functions administered by local authorities, urban finance, and urban development.
This article refers specially to policy suggestions for Korea based on a review of urban administrative system of the U.K., France and Germany.
