새마을운동 재조명을 통한 마을공동체 활성화 방안

새마을운동은 그 동안 각종 여론조사에서 ‘해방 이후 가장 잘된 정책, ’우리 국민이 성취한 가장 큰 업적, ‘역대 정부가 가장 잘 대처한 사건’, ‘우리 민족의 가장 큰 업적 등의 이름으로 사회적인 재조명 및 재평가를 받고 있다.
현재 새마을운동은 중국, 베트남 등 세계 25개국에 수출되고 있으며, 80개국 4만 8000여명의 외국인이 연수를 다녀 갈 정도로 세계가 인정하고 있는 대한민국의 고유 브랜드가 되고 있다. 그만큼 새마을운동은 국내외적으로 그 성과와 논리의 타당성을 인정받은 제도라고 할 수 있다. 비록 새마을운동이 1970년대의 환경적 여건 속에서 태동하고 발전된 것이지만 여건이 다른 21세기에도 적용방법이나 범위를 오늘날의 환경에 접목시킨다면 얼마든지 선진화모델로서도 실현 가능한 제도가 될 수 있다.
한편 최근 들어 각 지방자치단체 마다 많은 마을공동체 활동과 사업이 진행되어 왔다. 특히 서울시를 중심으로 마을만들기 등 마을공동체사업이 활발히 추진되고 있다. 그러나 각 지방자치단체의 마을공동체사업이 반드시 긍정적인 성과를 나타내고 있는 것은 아니며, 그 이유는 각 사업의 유형 및 특성과 지방자치단체의 역량에 따라 차이가 있을 수 밖에 없다. 분명한 것은 현재 마을공동체의 사업 운영에도 일부 문제가 있으며 이에 대한 개선이 필요하다는 것이다.
이와 같은 관점에서 본 연구에서는 새마을운동을 정신적 측면과 사업적 측면에서 재조명하고 성공요인과 문제점을 도출하였다. 또한 현재 추진되고 있는 마을공동체의 문제점을 유형별 사례를 통해 정신적 측면과 사업적 측면에서 분석하였다. 이를 바탕으로 새마을운동의 재조명을 통한 마을공동체 활성화방안과 마을공동체의 문제점 해결을 통한 활성화방안을 정신적 측면과 사업적 측면으로 구분하여 제시하였다.
결론적으로 최근 새마을운동이 새롭게 주목을 받으며 재평가되고 있고, 일부 마을공동체사업의 문제가 도출되고 있는 현재, 본 정책의 성공적인 추진을 위해서는 새마을운동의 긍정적인 요인을 도출하여 현재의 마을공동체사업에 접목시켜 마을공동체를 보다 활성화시키는 것이 필요하다.
In recent years, there has been growing academic and public interest in the SaemaeulMovement. In particular, the Saemaeul Movement has been established as a national policyagenda of the Geun-Hye Park administration. While this may have resulted from changesin the political environment, the government also believes that the promotion of a secondnational movement similar to the Saemaeul Movement is required to address crime,corruption, and social conflict currently prevalent in Korea. The Saemaeul Movement beganin 1970 under the leadership of President Jeong-Hee Park. More than anything, this movementwas a practical "movement to live well," a movement based on diligence, self-help, andcooperation in overcoming absolute poverty. In general, this national movement has beenassessed as a successful one. At the same time, the country is currently carrying out theVillage Community Project, and most local governments are implementing related policies.The Village Community Project aims to increase the happiness of residents and create a newgrowth engine for the nation by facilitating self-governing living communities. The projectsare based on the values of trust, communication, participation, sharing, and caring. Whilethis project has produced positive results in some local governments, there are also casesthat show no effect. The purpose of this study is to derive the implications of the currentlypromoted Village Community Project by reilluminating the Saemaeul Movement and tofacilitate village communities by suggesting alternatives with a focus on issues discussedduring the research.
