GIS is a specialized type of regional information system, typically dealing with spatial data. This paper is in three parts. In the first, an attempt is made to explore the role of GIS in the establishment of Regional Information System. GIS is an infrastructure for RIS. But GIS is expensive and technologically complex because of the hardware, software and the cost associated with data and it requires difficult decisions between the relevant sub-technologies : data management, graphics, geometry, etc. In the second, the National GIS master plan and the situation of Local government facing with GIS establishment are resumed. In the third, GIS implementation strategies are developed in order to create the successful GIS environment in the local government : benefit/cost analysis, GIS research center establishment in the development institute founded by local government, benchmark test.
