The revolution of information technologies is transforming the fundamental dimensions of human life. New information technologies do have a fundamental impact on societies but their effects vary according to their interactions with economic, social, political and cultural process that shape the production and use of the new technological medium. Also there are both optimistic and pessimistic prophecies about the impacts of informatization on the decentralization of society that is the most important value of local autonomy. So top-down approach in regional informatization process should be changed to bottom-up approach in order that regional informatization contributes to local autonomy and balanced regional development.
The aims of this paper are to evaluate the currunt regional informatization process and to suggest new directions of regional informatization in the age of local autonomy.
This paper is composed of three parts which are organizationally straightfoward. The first part(Chp. 1) analyzes the relationships between regional informatization and the objectives of localization as the theoretical background. The second part(Chp. 3) evaluates the process and consequences of regional informatization and extracts the problems and the implications of the process. The third part(Chp. 4) presents new policy directions for local-based regional informatization. The focus of policy suggestions in this paper is on the roles of local governments.
