At present, the local council is constituted of the total number of 245 broad area and fundamental local autonomy councils in which the total number of 5, 416 members accept the resident's opinions and reflect them on the local policy, focussing on the resident’s reqirement and welfare increase though the auditorial and investigative activities into the authorites concerned.
Contrary to the early period of the local councils, they are now highly estimated as affirmative, but there remain many problems to be complemented and rejiggered rather than expectation because of a short history of the local council and its poor management.
To get over these problems, it is imperative that the reinforcement of its status be made, considering the premise " The local problems should be worked out with its own ability."
For the studies on status of local councils, this researcher made an effort to suggest the problems strengthening the local council-men's status and the improvement plan, focusing on the power structure of local councils first, and local council-men's authority and duty.
