An Era of a full-scale local autonomy began in Sonth Korea. This means that the role and status of local government have been changed significantly since June of 1995. It also implies that independence and self-reliance of local governments have become major factors in terms of organizational management. Along the line of such environmental changes, this article deals with a question of how local governments should manage their organizations effectively and independently to meet new demands of the public in an era of local autonomy. In the past, local governments were not free in exercising central government's tight control mechanism. New era calls for new organizations as well as different types of organizational management. Accordingly, this paper first review problems of organizational management in local governments followed by discussions on directions for futher improvement. Most importantly, reform measures in terms of organizational hardware such as structural issues and organiztional software dealing with managerial and behavioral issues within organization are suggested.
