Improvements and Prerequisites for the Seoul Metropolitan City Ordinances for Housing

This study examines the theories on the Seoul Metropolitan City ordinance for housing. Ordinances for housing improve housing so residents can enjoy humane and cultural living conditions.
These days, the right to establish ordinances by self-governing bodies have been extended, so that now they can establish additional and excess ordinances. In particular, the local assembly can enact various local regulations to improve the welfare of its residents and local autonomous entities are developing housing policies in line with these regulations. They are also expected to manage the housing funds efficiently and fairly. These ordinances should realize the citizen's housing right.
This study aims to suggest the right model of the Ordinance for Housing by analyzing the Seoul Metropolitan City ordinance for housing, the Seoul municipal ordinance for residential site development promotion and the Seoul municipal ordinance of SH Corporation, etc. In addition, this study suggests prerequisites for a successful ordinance for housing.
This research is expected to be used practically as reference material for ordinances of other local autonomous entities, by analyzing the Seoul Metropolitan City ordinance for housing.
