The Actor-oriented Approach to the May 16th Military Government's Reorganization of the Local Administrative System: Applying the Policy Idea Concept

This study is an attempt to elaborate the concept of various ideas in the aspect of policy idea by analyzing the comprehensive reform of local administrative systems implemented by the May 16th military government in the 1960's. In addition, this article also tries to respond to the recent trend that integrate many tools for institution analysis. Such efforts would help future reorganization of administrative systems through improved research and extended social discussions on the system reform issue. As a result of analysis, the reorganization of administrative systems by the May 16th military government had been implemented due to administrative system reforms needed by the economy and to justify the May 16th coup d'Etat. Under such conditions, the military leaders had implemented the reform policy as they overcame the fiscal problems, the shortage of experience and the objection from some politicians. To be specific, the military leaders who had strong disposition of technocracy and the power of planning had concreted the reform plans. In addition, to make matters easier, they used the rhetoric strategies in the form of public common cause. Therefore, it can be said that the administrative system reorganization in that period was due to the new advent of policy ideas in the cognitive and normative perspective. Furthermore, because we know that the microscopic process of policy is implemented in various structural contexts and mutual interactions, we can realize that integrated analysis tools are needed to understand the dialectic mechanism among the various idiosyncratic factors.
