The Korea Local Administration Review

The purpose of this study is to investigate factors influencing theimplementation of cultural policies in local government. The study establishes aconceptual framework based on a review of the existing literature, and analyzesthe relationships between the factors influencing implementation and theperformance of local government. According to the conceptual framework, thestudy measures network, cultural infrastructure, local competitiveness, interestand support, and cultural administrative capacity of public servants in Bucheoncity have influence on the performance of cultural policies. The analysis isassessed through survey measurements of the level of cognition of publicservants. Analytic results showed that ‘cultural administration capacity of publicservants’, ‘interest and support’ have positive effects on the performance.
