As a strategy for expanding decentralization, the government proposed a plan to introduce the decentralization impact assessment system, which is a proactive approach, unlike the existing post-approach. Accordingly, this study seeks an evaluation system for the implementation of the decentralization impact assessment system.
   In Chapter 2, we analyzed the concept of the decentralization impact assessment system, government policy progress and existing research. In Chapter 3, we analyzed the operation status of the existing related system which is similar to the decentralization impact assessment system, and presented the institutional and operational limitations. In Chapter 4, the implications of the evaluation system of the decentralization impact assessment system were drawn by considering the purpose, subjects and contents of the evaluation, using the case of the impact assessment system in other fields at domestic and foreign.
   Based on the above-mentioned analysis, an evaluation system was designed to implement the decentralization impact assessment system. The evaluation system for applying the decentralization impact assessment system was designed by dividing the evaluation purpose, evaluation system, and operating system by applying the components of the general evaluation system. However, the overall evaluation system was designed by reviewing the validity of the elements presented on the basis of the amendment of the Local Autonomy Act and establishing new ones about absent elements. First of all, the purpose of evaluation was newly established because it was not specifically stated in the amendment of the Local Autonomy Act. In the evaluation system, evaluation targets and evaluation indicators are presented, but the evaluation method delegated to the Presidential decree and the ordinance, so the proposal on the evaluation method was reviewed. The operating system states the subject of evaluation and the legislation, but the evaluation procedure also delegated to the Presidential decree and the ordinance, so the proposal was established.
