This study proposes two ways to realize problem-solving social innovation under the historical context and understanding of Korean spatial characteristics.
   The first stage is an understanding of the environment for the application of social innovation. The understanding of the environment included an analysis of ① context and ② operational space. The context analysis analyzes how attempts with socially innovative properties have developed in Korea, what theoretical discussion focuses on, and what central-provincial projects use the term “social innovation” in the area of ​​public administration. It was confirmed whether it was developing in an aspect. The factors to be considered in the problem solving process are biased, and the effective solution is still insufficient. In this context, the role of government is very important and the influence of government is very strong in the current process of social innovation. Therefore, it is more important to set the proper role and scope of government for the promotion of social innovation. This reaffirms how useful, and how sustainable, social innovation can be under the powerful influence of the state.
   On the other hand, “Operational Space Analysis” examined the characteristics of the region to identify major issues arising from the spatial space of the region and to establish social innovation strategies that meet local demand through macro indicators. It was confirmed that there is a large gap between regions. Social-innovative foundations are mainly concentrated in the metropolitan area, and local level do not create a sound climate for that. It seems to be considerable limitations on the success of social innovation attempts. The necessity of preparing a differentiated social innovation strategy for each region was derived.
   The second stage is the conceptualization of problem-solving social innovation and implementation plan based on the analysis. We find that social innovation derived the strategic direction necessary for the achievement of the original problem solving. Strategic directions include ① preparing customized social innovation strategies based on regional characteristics, and ② creating the foundation for sustainable innovation. The detailed implementation plans for each strategy were reviewed to present the on- and offline implementation tasks of problem-solving social innovation.
