The purpose of this study is largely twofold. First, it provides logic to reform the public service delivery system based on the consumer and community. It is going to move away from the previous method of providing public services unilaterally and indirectly, and is going to be led and participated by the public such as 'private and government joint production service' that both the public and the public design service. Second, it is suggesting successful settlement of policies for promoting public services based on local residents. To this end, the Act and the system were prepared to successfully establish a policy for promoting public services for local residents (people and government employees) as well as to clearly share their roles.
   The main contents of this study are as follows:
   First, we analyzed the background and necessity of the public service promotion policy for local residents and reviewed the theories concerning the concept and scope of public service and the change of the public service delivery system and its contents. It also analyzed changes in the government's previous administrative plan to reorganize the administrative system in Eupmyeon-dong, and included an analysis of the goals and main contents of the town's innovation plan for 'Emprovement of grassroots' which is a core policy tasks. Finally, the government proposed a policy, law and system reform for successful policies on the promotion of public services for residents.
   This study used methods such as literature survey, in-depth interview survey, survey, etc. First of all, through the study of literature, we want to analyze the theory and status of the public service delivery system. In-depth interview with Focus Group (FGI) and expert workshops are held to analyze the differences between the concept and scope of public services, and the subjects and targets of policies to promote public services. The results of the in-depth survey will be used as a basis for drawing up measures to improve public services for local residents. The survey was conducted on government officials, council members and residents. Through the survey, the Government Employees and the Commission on the Public Service System were presented with a measure to successfully promote public services based on the concept and scope of public services, the targets and the public service delivery system for residents.
   The implications of the analysis results are, first of all, public relations and education on government-initiated policies to raise awareness of the government's public services. Second, it is necessary to provide incentives for residents to actively participate in the initiative and to improve the participation system. Third, the concept of public services for local residents, local residents, and areas to be included in local government service policies should be clearly defined. Fourth, clearly stipulate the authority and status of the local council, expand the project of the local council gradually, and strengthen the capacity of the local council.
   In order to successfully establish a policy for promoting public services for local residents, first, the scope of spatiality in terms of the institutional aspects and the foundation of local autonomy should be established with the focus of the local council. Second, the government should strengthen the capabilities of local autonomous public service entities in terms of policy. To enhance the government's role as coordination and facilitator for the establishment of a system for supporting public services on a voluntary basis. Third, the normative justification of residents' autonomy should be established in a cognitive sense. The system requires a clear setting of authority, role, function, and relationships with other organisations. The government needs to promote public services through diverse channels and provide education to local residents.
