The purspose of this paper is to introduce the experience of the U.S. local
governments in fostering social capital as a strategy to build democratic and
participatory community. The limits of reform movements treating people as clients,
customers, or consumers lead to the validity of citizen perspective. The concepts
of and the arguments over citizenship, civic capital, social capital, and citizen
governance are closely related to each other. Citizen perspective, strong political
leadership, and change of the role of public administrators are key lessons
drawn from the U.S. experience to build social capital and thereby to achieve
democratic local governance. The paper also suggests that building social
capital can be an useful strategy to enhance the local democracy in Korea.
