The Korea Local Administration Review

This study examines the exchange programs to local governments between South and North Korea. The purpose of this paper is to assume of policy directions activating exchange program in local governments. In South and North Korea, Local governments hadn't been exchanged with and cooperated by themselves. So, It's very interesting thing to deal with the exchange programs that understand as a important role of central government until now. In recent, local governments located in South and North Korea have exchanged with people, culture and materials. In addition, Gangwondo has tried to improve of South and North's relation through constructing of the exchange system. To enhance the program performance by the exchange cooperation, the results of this paper emphasize a comprehensive approach on the constructing process of common relation in South and North local governments. Based on the analysis results, the policy implications of exchange cooperating relation in South and North local governments are discussed.
