The Korea Local Administration Review

The purpose of this study is to build an evaluation system on the policy quality management of local government throughout analysing cases of Malcolm Baldrige National Quality Award(MBNQA), EFQM Excellence Award(EEA), Japan Quality Award(JQA), and Korean National Quality Award(KNQA). Our researchers discussed on the component of the PQM(Policy Quality Management), the logic of quality management to public policy, the study trend concerned with this research theme, and the design of research model in chapter II. In chapter III, we suggested lessons drew from case study on the current introduction and evaluation of local government's PQM, the National Quality Award Program(MBNQA, EEA, JQA, and KNQA). In chapter IV, we argued to be institutional improvement, capacity development of evaluators, design of systematic evaluation framework, and validity of evaluation element and criteria.
