The business evaluation system of the local public enterprise is a core means for uplifting the efficiency of business and producing objective information necessary for securing performance accountability. This system is now settling as the posthumous control tool for achieving the business goal, thus performance of local public enterprise is also rising. However, on the other hand, despite the continuous improvement of the evaluation indicator, it has been suggested to improve the evaluation indicator due to the fixed rank of evaluation result.
This thesis examines the areas of improvement for the evaluation indicator, look into the reason why the rank gets fixed and deduce the scheme of improvement. The personnel, assets, and capital of the local public enterprises have a high correlation to the evaluation to the evaluation rank.
Fist, the immoderate downturn of non-measure indicator should be carefully done in order for business evaluation to contribute to realizing the public interest and improvement of the business. Second, separating the rank of common indicator category and the rank of business administration category together with total rank. Third, in the cases of local government enterprise, it can be categorized in 3 levels (excellent, average, unsatisfactory) or in 5 levels.
