This study aims to propose the value of ‘work-life balance(WLB)’ as an important exogenous variable affecting organizational performance and to examine the effects of work value on organizational performance through mediating variables within the organization and motivational factors of organizational members. Specifically, the study focuses on the point that the effects of work value extend beyond its primary effects and are mediated through organizational factors and members' motivational factors, leading to organizational performance. Based on theoretical discussions, the structural relationships among work value, organizational justice, public service motivation, organizational commitment, and innovative behavior were proposed and verified using structural equation modeling.
The analysis results revealed several implications. First, WLB had a positive influence on both public service motivation and organizational justice. The institution of work value supports the theoretical perspective that it is a significant variable for organizational factors and individual members' intrinsic motivation. Second, organizational justice showed a positive influence on organizational commitment but did not show statistical significance on innovative behavior. The relationship between organizational justice and innovative behavior still requires continuous examination, as it has been a subject of limited research. Lastly, public service motivation had a positive influence on both innovative behavior and organizational commitment. This result confirms a strong mediating effect or causal mechanism of public service motivation on organizational performance. However, considering the research on generational differences in motivation (Won & Sung, 2023), it is necessary to examine whether there are differences in public service motivation between generations or whether there are mediating effects of public service motivation according to generational differences.
