This article examines the factors which affect policy adoption. Specifically, this research examines variation in policy adoption regarding youth corresponding ordinances and local-level characteristics using panel data obtained from 89 small cities that are in danger of extinction due to population decreasing in the South Korea. The analysis is based upon a hurdle model, first with a conditional logistic model to control for any differences between local governments that adopted for youth corresponding ordinances. Secondly, it used a poisson count model truncated at zero to estimate the effect of the covariates on the number of youth corresponding ordinance. Local-level characteristics including the levels of outflow of young adult population aged 20-39 and their ratio are shown to be empirically important determinants of variation in adopted youth corresponding ordinances. The evidence suggests that all else held equal, the local circumstances or willingness to avoid population decreasing can be significant impactful factor on the adoption of youth corresponding ordinances. The results suggest that youth corresponding ordinances are more likely to adopt in cities with needs toward growth in depopulating.
