Understanding of Local Gov't on the Decentralization Revenue Sharing System, in Korea

This study examines policy impact of Decentralization Revenue Sharing System(DRSS), and is focused on nicognition of local government civil service. DRSS was established in 2005 to support the financial resources related to 149 programs transferred to local governments. DSSR apparently aimed at a grants which provide relatively high degree of fiscal autonomy to local authorities by distributing the grant money. However, in the process of operation and management, DSSR failed to actualizing the original policy concept in many aspects, leading to shortage of financial resources
The followings are majors problems of DSSR resulted in a survey of local government civil service. They had a negative view of the national subsidy transferred to local government. Lack of amount of grants which aided by central government is one of the leading causes of these. For these reasons, local government is in a state of increasement of a burden of financing and generation of difficulty of undertaking of a projects.
This study proposed the following policy alternatives for the improvement of DSSR in the future. A matter of the highest, It is necessary to increase amount of financial resources aided by central government. In addition to, this study suggest that the methods of estimating demands.
