The central government and local governments have been striving to establish a stronger connection between statistics and policies in order to achieve evidence-based policies. However, from the perspective of local autonomy and decentralization, local statistics still lack in quantity, and some fall short of important values that characterize evidence-based policy management. This paper categorizes local statistics into three decentralization powers (legislative, organizational, and administrative powers) and conducts a survey of experts to determine the reliability, accessibility, and utility of existing statistical indicators and platforms. New indicators are proposed that focus on necessity, measurability, and usability. It is expected that local statistics will function properly as primary data or direct policy evidence to derive evidence-based policy management.
