This study aimed to develop analysis criteria for residents’ suggestion platforms and to apply them in the analysis of 17 metropolitan governments. Thus, an analysis framework was formulated by reviewing major theories and prior research on online resident participation, including the e-government type, the electronic democracy type, and the citizen participation type. Such analysis framework goes beyond evaluation criteria for the traditional e-government and provides the standard to determine whether a deliberative-type resident participation platform has been established. As a result of applying the analysis framework, we found that there was no traditional-type residents’ suggestion platform among the “traditional type - transitional type - deliberative democracy type.” They were primarily divided into the transitional type and the deliberative democracy type. Unlike other resident participation platforms, the residents’ suggestion platform is dependent on the residents’ leadership and deliberation; therefore, efforts should be made toward developing the transitional residents’ suggestion platform into the deliberative democracy type.
