In this study, panel ranking logit analysis were conducted for 226 local governments nationwide to examine the factors of the introduction and institutionalization of population ordinances. The key analysis result is that horizontal diffusion and vertical diffusion, which are internal determinants, mainly influenced the introduction and institutionalization of ordinances. Specifically, horizontal diffusion had a significant effect on the introduction of population ordinances, and both horizontal and vertical diffusion were significant influencing factors on the institutionalization of population ordinances.
These analysis results provide several policy implications. First, compared to the need for policies to respond to population decline, how many population ordinances are introduced within the same type of local government has a significant impact on the introduction of ordinances. Second, just as the population decline of local governments varies widely, the introduction and institutionalization of population ordinances are also responding differently depending on the type of local government. Third, local governments, which are ‘Si’ types, develop and operate ordinance institutionalization more maturely, but in other types of local governments, the need for policies does not have a significant effect on the level of ordinance institutionalization.
