This study aims to analyze the cases of collective petitions that happened in the province of Chungcheongnam-do from 2002 to 2005 and to seek its efficient solutions.
The findings of this study are as follows. The policies in the fields where collective petitions happen frequently should be innovated. The efficiency, democracy and equity are required to be balanced in the process of implementing autonomous administration. The focus on the solutions for collective petitions should be changed from the methodology of How-mind to the substance of What-mind.
The organ in charge of collective petitions management should be newly established and the negotiating method should be introduced into the process of solving collective petitions
