In 2016, Seoul city government introduced Seoul’s 2030 Youth Housing policy that provides incentives of rental housing to young people. This study examines the policy changes that occurred between the announcement of the “Renovation Plan for Seoul’s 2030 Youth Housing” in 2019 and the “Measures to Improve Seoul’s 2030 Youth Housing for Co-prosperity and Publicity” in 2021, by applying Kingdon’s multiple streams framework. As a result, the study found that the political stream, the problem stream and policy stream had been combined when the mayor who led the expansion of the Youth Housing disappeared from the policy flow. In addition, as the policy window was opened with the Seoul mayor’s by-election, the Youth Housing policy changed from expansion of supply to co-prosperity and strengthening of public nature. The possibility of bottom-up policy change was shown since the heads of autonomous district and the Seoul City Council played a major role in leading the policy changes.
