With the implementation of the local police system, it is expected that local governments will be able to provide comprehensive public safety services through the linkage between local administration and police, as well as customized public safety services that reflect the needs and preferences of residents as a joint responsibility for public safety affairs with the state. Prior to the introduction of the local police system, there have been many discussions in academia regarding the establishment of an institutional foundation, such as the revision of laws and regulations, organization, personnel, and budget, but there has been little systematic and empirical research analysis on local police works.
In this study, reflecting the initial experience of the implementation of the local police system, we conducted a survey targeting the public officials in charge of the local police system, and analyzed the weight and importance of the works of the local police using a AHP technique.
As a result of the analysis, the proportion of local police legal works was in the order of investigation activity, life safety activity, traffic activity, and event-related activity. As of the importance of local police legal works, life safety activities and traffic activities were found to be relatively more important than investigation activities or event-related activities. As the local police system is established, it is necessary to discover the differentiated local police services according to the relative weight and importance of local police works and to keep the original institutional purpose of providing safety services suitable for each region.
