The purpose of this study is to identify the content and scope of the role of the intermediary organization according to the components of cooperative governance.
To this end, four cases were selected and the contents and scope of the business characteristics, institutions, activities, and roles of intermediary support organizations, which are components of cooperative governance, were compared and analyzed.
The analysis results are as follows. First, each case has different characteristics of expertise and connection. Second, as a result of examining the legal basis and decision-making structure, which are institutional aspects, it can be seen that most business contents, functions, and roles are institutionally specified. Third, in the case of the process, it usually includes 3~5 stages of project execution in relation to the contents and characteristics of the project. Finally, as a result of the characteristics of the project, the system, and the process, it can be seen that the installation level, role content and scope of the intermediary organization are different in all four cases.
This result suggests that the role of the intermediary organization may vary depending on the characteristics of the project, so it is necessary to present the role accordingly. In addition, since the scope of the role of the interim support organization is affected by whether the institutional foundation has been established, it is necessary to prepare a legal and institutional basis to ensure the stability and permanence of the intermediate support organization. In the future, when policies are implemented through cooperative governance, it is necessary to design the governance system in consideration of the fact that the role that the interim support organization will play depends on the characteristics of the business and the institutional basis.
