In recent years while the cremation rate is rising rapidly, the facilities to do it are lacking. Therefore to site them is becoming main duty of local governments. But the funeral facilities are LULUs which cause people to oppose to site in their community. Local opposition and protest constitute single greatest hurdle to the siting of funeral facilities. It can be attributed mainly the planning process based upon instrumental rationality rather than substantive one. More specifically the locational conflict is explained by three factors: NIMBYism, equity problem, and lack of participation.
In this article we try to compare a case succeeded in siting crematory(Hongseong Gun) with a conflicting case(Bucheon Si) to find out the factors which affect siting of crematoria. Among them we think the most important factor is a sound planning process. By sound planning process it mean that the public is also part of the goal setting process, and as the information and analyses developed by the planners is evaluated by the public, strategies for solutions can be developed through consensus-building. We'd like to call it a collaborative model. But this model is tentative theory, and will be developed by conjectures and refutations.
