Sejong Special Self-Governing City has the direction of state administration as a leading and pilot city of balanced development and decentralization of autonomy, and there is a need to strengthen autonomy related to the establishment of corresponding administrative bodies and quotas. Since there is a need to create a customized decentralized model, such as delegating authority corresponding to the legal status and characteristics of Sejong Special Self-Governing City, the direction of the development of the Sejong-type autonomous organization (direction of special organization of the Sejong City Act) was derived through consultation and investigation by an expert group. As a result of comprehensive survey of experts, the limitations of the current revision (draft) of the Sejong City Act and the justification for reinforcing the self-governing rights of Sejong City were reviewed in advance. And along with local autonomy through the amendment, the authors suppests as follows - ① Expansion of autonomy for the establishment of administrative organizations and organizations reflecting the characteristics of an administrative-centered city, ② Expansion of autonomy for officials’ position adjustment, ③ Re-arrangement of the function of administrative districts in terms of the principle of supplementality, ④ Strengthening autonomy for regional collaboration, and ⑤ securing the corresponding responsibility reflected in the revision (draft) of the Sejong City Act.
