The purpose of this study is to derive a plan to revitalize management system by analyzing the three components of local health system that carry out health promotion projects, institutions, resources and actors. We reviewed the current status of the health promotion project and reviewed related prior studies to summarize each detail of the system, resources, and actors. In addition, six regions were selected according to three types and resource levels according to regional characteristics, and in-depth interviews were conducted.
As a result of the case analysis, there were regional structural problems in organizational design and human resource management in the process of carrying out the project as a whole. In terms of manpower management, there are regional deviations, but the same low civil service ratio and manpower shortages are limiting the whole process of projent. In the case of resources and actors, the factors affecting each other, and actors also showed much correlation where abundant external resources exist.
The results of this analysis have the policy implication that rural areas with large organizational design and human resource management difficulties or autonomous regions of large cities with low resources need more support than other regions. In addition, if necessary, reorganization is required for smooth business execution in both central, regional, and basic units in order to enhance business linkage, integration, and planning power.
